The MVD lists what a title and registration transfer needs: “A completed, signed Title and Registration Application (Form #96-0236)”, “A signed vehicle title or Title Transfer Bill of Sale (Arizona vehicles only) (Form #38-1306)”, a lien release if applicable, the required title and registration fees, and any additional documents for special situations such as a power of attorney or a trust or estate representative.

The MVD asks sellers to submit a Sold Notice as soon as they sell, trade, end a lease, donate or transfer a vehicle, and calls it a free service. Its stated purpose is protective: without one, “MVD records may still show you as the owner,” and the page lists being ticketed for violations, involved in an accident, used for criminal activity, or abandoned — which it says “carries a $500 fee or higher” — as the risks the notice guards against.

Whichever route the Arizona paperwork takes, the mileage statement is federal: the transferor must disclose the odometer reading in connection with the transfer of ownership, and the title issued to the buyer has to carry that disclosed figure and leave space for the next one. The exemptions are narrow — over 16,000 lb GVWR, not self-propelled, or old enough (20 years for model year 2011 onwards, 10 years before that).
